Yes, I just got my 6 from Sprint not real long ago, and dictate is
definitely an option. There's a few of those bugs around in 8.11, one of
which I don't know if it was mentioned before in that screen locked has now
become enter pass code, so if you get a notification, enter pass code is the
first thing you hear.

It does say dictate when you tap on the dictate key in the screen keyboard I
have found when I had a five that on some displays the dictate did not show
up and on other screens were you type in it did show up.
I just got a 6+ and the dictation seems to be a whole lot bettersince I got
nine new phone
So hope this helps it can only get better as the software gets updated and
all the bugs are taken out as the one thing that I found I don't like the
correction for the use of Bluetooth keyboards that is one thing that needs
to be fixed more so it will act like it did before iOS eight came out hope
