How did you reset? Just the reset where you hold the power button and home button wouldn't take off your wifi.
If configuring accessibility in iTunes seems not to turn it on, you might consider the possibility that the volume of voiceover is just turned way down. Try putting earphones in. If you still can't hear voiceover and if you have used accessibility configuration on iTunes and voiceover is on, try doing a two-finger swipe downward so that vo would be talking if you could hear and then repeatedly press the up-volume button. If this eventually works, keep going until it is on the highest volume. Then take the earphones out. You may still not be able to hear voiceover and may have to repeat the volume-up process by swiping down with two fingers and then upping the volume. I've had to do this a couple of times.
