Have you tried headphones?

There is a strange condition that can happen where the volume on the speaker is 
down so low you can’t hear it, but when you plug in headphones, you can.

The volume settings are remembered for each separately.

 

So, if you can hear VoiceOver with headphones.

Unplug the headphones and do a two finger swipe up which starts VoiceOver 
reading the entire screen.  Then, start tapping on the up volume button.  If 
that is the issue, you will start hearing voiceover pretty soon.

I have a very distressing problem with my iPad Mini. Voice over stopped last 
night. Thinking it needed a charge I plugged it in. I have a full charge, 
turned off and on and rebooted using home and sleep/wake button. I ask Siri to 
turn off and back on voice over. When she does this I can hear the normal 
clicks and says Siri is on. However when I touch home the iPad does not give me 
any feedback voice over wise or clicks. It is just like voice over is off. 
PLEASE HELP!!!!! Does it need a specialist? Oh yes, if I do the three-finger 
tap to turn speech off and on, nothing.
