David and Others, There is a workaround for this which I have found to work most of the time. If you would like to delete an app which is close to the dock, double tap and hold on another app which is further away from it. When VO announces that the app on which you double tapped "is editing", move to the app you actually want to delete and double tap. The standard deletion alert will appear and you can click the delete button as normal. I agree, however, that this is an accessibility issue and ought to be reported to Apple; I plan to do this as well.
