That's talking about the iOS voices, the ones VoiceOver uses for all its different languages (Karen, Samantha, Daniel, and others). In iOS7 and later, these voices can be selected for use in Voice Dream, letting people read with them but not read with VoiceOver itself, so your file can be read in the background.
