I will call accessibility, or ask Dulce to. I am signed in using the
appropriate password/s. I think the issue is at Dulce's end. I would think
that the phones are smart enough to recognize someone has already designated
themselves as the organizer, but perhaps not.

You have to be signed in with the same Apple ID in the app store as well as
iCloud. Your Apple ID, not Dulce's on your device.

 

Whomever is the organizer, also has to have a credit card on file.

Since you want Dulce to be the organizer, you don't have to worry about
that. 

But, call Apple Accessibility and see if they can't get you setup correctly.
