Hi Hank, I D try the usual, force quit all apps, then turn off your phone, wait 30 seconds and then plug it in. If it's a phone with Lightning connector plugging it in will also turn it on and it should start up shortly. See how it does after the reboot. Also, you might want to check to see if the touch screen is clean. Sometimes if it's very dirty it could result in unpredictable reactions.
