As Kimberly said, two events might be your best bet. You can, however, set them to repeat on the nth Thursday of a given month. Once you are in the custom repeat screen, choose the "monthly" repeat option. Next, choose "every", and use the pickers to select which Thursday you want. Repeat this process for the other event, but on the other Thursday, and that should do it. Unfortunately, it looks like the "each" option, which offers a grid of all the days in the month, is not fully accessible in iOS8.1.2.
