Sorry if I'm not quite "with it", but why does one have to turn off "Find My IPhone" to do a restore?

I noticed that the text box where you type in your Apple ID password in order to complete the turn off process was very slow to engage. The input box and the keyboard popped right up yet the keyboard was dead for inputting any password characters. After more than a few seconds, it became available and made some sort of tone as well as clicks for the letters I had input while it was frozen. Has anyone else run into this? I thought it might have to do with the Fleksy app which I tried earlier today with disastrous results but I'm getting the same behavior with the frozen keyboard after restoring my phone and removing the Fleksy keyboard from the mix.
