While the phone is still prompting you to set things up (that is, you're not at the Home Screen), hit the home button three times quickly. This will turn on VoiceOver and let you complete the process. Note that, once it is set up, you'll need to go into Setings > General > Accessibility > Accessibility Shortcut and set it to VoiceOver.
