Have these bills passed. I was thinking the big sale companies also work in on 
it. Making the fees too high for us WISPs. Raising the mini tower height to 80 
feet would've done a lot to remove barriers.

I read it as negative, however I see it for public right of ways that VDOT 
controls not localities.  I think the counties would still rule for non-VDOT 
right of ways.
