Satish made me realize on our hangout that this was not really needed
anymore.  Since all pull requests are also issues, as long as they're
all tagged with the 'virt-libvirt' label, we can just look here:

https://github.com/autotest/virt-test/issues?direction=asc&labels=virt-libvirt&sort=created&state=open

The only (minor) problem is that contributors (and public) users cannot
set labels, so us maintainers will just need to watch for new pull
requests coming in, and set the 'virt-libvirt' label.  I think this is a
small price to pay.

That said, all the old issues and TODO issues and pull requests are
still there.  Just hit the "closed" button above the list and you can
find them in case they had something important to you.  If there are any
problems or concerns, just let us know.
