PR #1387 is complete, meaning all the new test providers and provider
libraries are complete per comments made during the RFC stage:

As much as I'd like to accomodate all bugfixes and changes before this
split can be done, rebasing this PR over and over will likely be a
nightmare. So we'll have to stop taking PRs and get 1387 merged.
The spec for test providers changed slightly, and I'm writing the '1.0
spec' for it in the virt-wiki. Please be aware:
* There is a non zero possibility that some of the patches applied to
virt-test might be lost in the test providers. I'll re-create the tp
repos so this doesn't happen, but keep this possibility in mind.
* Many of the currently open PRs will have to be re-written in the new
tp repos:

* The test providers become new projects with new head maintainers:
tp-qemu: Jiri Zupka, Yiqiao Pu and Lukas Doktor
tp-libvirt: Chris Evich, Yu Mingfei, Yang Dongsheng
We're starting a new period for virt-test, and as you know, the very
beginning of new periods have quirks to be fixed. But I'm confident we
can do it.
