It's hard to say what's going on.

Anything in /var/lib/libvirt/qemu/?

Did you install the Windows 7 guest afresh using virt-install?

FWIW I am running Windows 7 (32 bit) on Fedora 15 and Fedora 16 with
no problems at all.
