Do you mean the 'fullscreen' checkbox or just a maximized window? If the former, there isn't any way, and I don't think we will ever support it. Launching a VM and having it go straight to fullscreen view would be confusing IMO, and we would have to add separate UI to permanently opt in. If talking about the latter, virt-manager should remember your VM windows dimensions between runs. If it isn't file a bug.
