Not possible, sorry. The security configuration file is read only once, when the Xvnc process starts. That is by design. If Xvnc read the security configuration file each time a viewer connected, then a clever user might be able to use a debugger to alter the string table in a running TurboVNC Server session and thus bypass the system-wide security restrictions.
