No clue. The best I could do would be to try to reproduce it with a test application. The fact that it exists in TigerVNC as well suggests that it's intentional behavior, because Tiger and Turbo do not share any code. Without knowing why the behavior exists in the first place, I'd be hesitant to change it. You might want to send a message to tigervnc-devel. Since the issue is reproducible with that code base, maybe someone on that list can figure out why it's behaving that way.
Also, does this occur with all of the TurboVNC viewers or just a specific one? That is, have you tested the Windows, Unix, and Java viewers?
