It's totally non-intuitive, but you currently have to do

   vncviewer.exe /fitwindow /scale {any number}

The /fitwindow option wasn't properly enabling scaling.  It was simply 
twiddling the "fitwindow" bit, so it was necessary to add a /scale 
option to twiddle the scaling bit as well.  I've fixed that in trunk as 
well as enabling "/scale auto" as an alias for /fitwindow.  "/scale 
auto" is now documented, whereas /fitwindow never was.
