The most obvious questions:

(1) Is "no-remote-connections" specified in 
/etc/turbovncserver-auth.conf?  Given that you're an employee of the 
organization who sponsored that feature, I see this as a distinct 
possibility.  If that feature is specified, then you can only connect 
remotely using SSH.

(2) Does the same thing happen when you connect to the server from the 
same machine?  (see above.)

(3) Does the same thing happen with a 1.0.2 client connecting to the 1.1 
server?

(4) Does the same thing happen with the 1.1 client connecting to a 1.0.2 
server?
