I apologize if this is pedantic, but I'm grasping at straws because I 
can't reproduce any of this.  Did you refresh the screen after you 
changed the quality?  Just changing the quality doesn't change existing 
rectangles that have already been sent to the viewer.

Any chance that you have a Vncviewer file hanging around in your home 
directory or under /usr from a previous install of TightVNC?  That issue 
has been corrected in trunk but not in the pre-release builds or 
releases yet.

Can you examine the server-side log and see what encoding it's actually 
sending whenever you request low-quality JPEG?
