I have no way of testing non-US keyboards, so can you confirm the X11 key symbols that are transmitted whenever you press the keys on your keypad? Please run xev on a local X server (that is, without VNC) to determine this.
Also, please clarify what you mean by "ignored". What is the functionality you expect whenever the keypad is working properly? Is it used only for numeric entry? Navigation? Both?
