Sorry for the delayed reply. I finally got a chance to try this, and I don't observe the issue you're reporting below. Both with TurboVNC 1.2.x and the 2.0 evolving X server, I can do /opt/TurboVNC/bin/vncserver -query localhost -noxstartup, and as long as the display manager has XDMCP enabled, then I get a login screen whenever I connect. When I log out of the window manager, however, it doesn't return me to the login screen for some reason. Not sure why. XDMCP is not very secure, so few people use it in a production environment, and thus it's likely that no one has really played around with it much in TurboVNC. It's better to have each user log in with SSH (or a web portal) and start their own Xvnc session under their own user account.
If you can identify a specific bug that prevents it from working in TurboVNC, I'm happy to fix it, but it seems to work for me.
