I'm having the same issue when upgrading from FreeBSD 12.2 to 13.0 on VMware
ESXi 6.0.0.My workaround was:
# mv /boot/kernel/vmci.ko /boot/kernel/vmci.koNOTUSED

Upgrading from FreeBSD 12.2 to 13.0 on VMware ESXi 6.5.0 has not been a
problem.
