Hi Ceriel,
This looks like a typo in the readme, as the file should be called
"clrdf23.sql", the online docs have been updated to reflect this:
http://virtuoso.openlinksw.com/dataspace/dav/wiki/Main/UpgradingToVOS610
and the README in the distribution will be corrected in the next update ...
