How could I do it on Windows ?
And do I have to start my instance, push my RDF file into virtuoso and stop the instance every time ?
You should put the Virtuoso service in manual (default) or automatic mode re. Windows. Once the server is running you can work with it via its advertised port re. HTTP or FTP protocol interactions (just as you do on UNIX).
