Not by default, that's solution specific behavior.

BTW - Have you seen memento? They add a temporal dimension to HTTP which when applied to Linked Data delivers what you seek.

    Yes, this is what our delta-engine + replication is all about.

    Changes get replicated between Virtuoso instances, automatically.
    In addition, you have access to the deltas.
