Labels can be enable via the Virtuoso registry setting detailed at:
http://virtuoso.openlinksw.com/dataspace/dav/wiki/Main/VirtuosoFacetsWebService#Enable%20Labels
registry_set ('fct_desc_value_labels', '1');
I also believe that since 6.1.3 went live the FCT VAD standalone package has
been updated to automatically enable this setting on install:
http://s3.amazonaws.com/opldownload/uda/vad-packages/6.2/virtuoso/fct_dav.vad
