Hi Mark, If you create a new user with the "Primary Role" assignment of "dba" from the drop down listbox available in the Conductor then they will be able to perform operations under the "Linked Data" and other tabs.
BTW, if you have been using Virtuoso for a few weeks why is it version 7.10.3207 , as the latest stable release is 7.2.1.3214 or are you running a pre-built package installation from one of the Linux vendors ?
