My intuition is to concentrate on the basics – the formats supported, the endpoints and urls. I think that the service description is mainly for compliance with the specification, and I doubt that tools really use it. I am very ready to be corrected, if that is not the case, but everything I know about SPARQL Federation suggests that it is a research activity. The service description will probably be consumed to show up in a catalog of SPARQL interfaces.
