The dump shows a SABME coming from the phone and a DM coming from vISDN, refusing the connection. vISDN sends a DM when no one has bound to the specified DLC. You either didn't have asterisk running or the interface was not listed in visdn.conf Please, check that the interface is correctly configured with "show visdn interfaces".
