ServerHooks is not recongized as an internal or external command?

these day I add pre-commit hook to prevent clinet commit something.It
works fine for user manual commit but nant. I create a nant exec task
call svn command,it commit fail
with my pre-commit hook and report VisualSVNServerHooks.exe is not
recongized as an
internal or external command. hooks is for server side isn't it?why
client need have one?
