Hmm, this is not ideal. This is possible to accomplish with standard
apache/svn config. can you add a feature request to enable visual svn
configuration of dual auth providers (basic and sspi/visualsvnsuth).
The coolest would be if this would be implemented as a special "public
svn access" option to the repository authorization settings.
