Usually validation is fast because our certificate is signed by VeriSign root authority and should be automatically trusted. We don't know why certification validation is slow in your environment. It might be caused by some local or domain security politics. Please let us know if you have any special security settings in place. You could try VisualSVN 1.3.2., that doesn't have digital signature and check if it starts faster. You could download VisualSVN 1.3.2 from here: http://www.visualsvn.com/visualsvn/changes/.
