Please could you try the following:

i have taken out the ip for my own reasons.

The best way to check the URL is to open VisualSVN Server Manager, and
copy a repository URL to the
clipboard by right clicking the folder and choosing Copy URL.

Could you please check if you have access to the repository using
Subversion client svn.exe
