Hi!

Please could you try to run the following command line:
devenv /setup

If the problem isn't fixed please try could you please fill the
registry with VisualSVN license key explicitly and tell us if the
problem is fixed?

VisualSVN license key is stored in registry key
HKEY_LOCAL_MACHINE\Software\VisualSVN\VisualSVN\License or the same
key in HKEY_CURRENT_USER.
