If you read the installation instructions and documentation it specifically states that TortoiseSVN is required and the reasons are stated in the documentation. VisualSVN is a Visual Studio IDE integration tool, that assists you to work with TortoiseSVN within Visual Studio. VisualSVN Server assists in setting up a server to allow Web Access to a TortoiseSVN repository.
