You could try to use standard Subversion svn command-line client (svn.exe) to create folders: http://svnbook.red-bean.com/en/1.5/svn.ref.svn.html.
To create the repository you could use svnadmin Subversion program: http://svnbook.red-bean.com/en/1.5/ svn.reposadmin.maint.html.
