VisualSVN Server service runs under LocalSystem account by default.

Yes, you can change the account. To do that please open the Services
console (in the administrative tools), select Visual SVN server
service, change the logon to a specific account (Button: "This
account" selected) and type the domain\name and password.

The account should have r/w access to the repository folder.
