Why did you decide to use an Administrator account to run VisualSVN
Server service? Could you please elaborate? That's NOT recommended.
I advise you to switch to the default Network Service account OR
switch to a dedicated user account.

This still looks like permissions-related. I advise you to switch to
the Network Service or a dedicated account and revise NTFS
permissions.
