So your repositories are stored on a network share and that path to
repositories root is "\\server_name\Teknik\software_repository". Only
one repository exists there and it's called "Projects".

Since files VisualSVN Server complains about exist in fact, I strongly
advise you to double-check the NTFS and share permissions for
VisualSVN Server service account (you've specified that you run the
service under AD domain user account). If your repositories are stored
remotely on a network share you must provide the account with "Modify"
NTFS permission and "Read" and "Change" **share permissions** on the
remote storage folder!
