What version of VisualSVN Server do you run? Such issue can be caused
by duplicated entries in authz / authz-windows files and has been
fixed in VisualSVN Server 2.5.9. I suggest you to upgrade the
VisualSVN Server instance if you run 2.5.8 or older.

If it's not the case then I need to collect additional information
that will help us to investigate the behavior you report.
Please provide us with the following items:

(If you are not comfortable about sending these items into a public
mailing list, then you can and reply me directly skipping the list).

1. `authz` and `authz-windows` files from repositories root folder
('C:\Repositories\' by default).
Please also specify the user and the affected repository path so I
could check the authorization settings.

2. VisualSVN Server log.
