VisualSVN Server 2.x is linked against OpenSSL 0.9.8 library. OpenSSL 0.9.8 does not support TLS 1.1 and 1.2 so you can't enable them in VisualSVN Server 2.x. VisualSVN Server 3.0.0 is linked against OpenSSL1.0.1i which supports both TLS 1.1 and 1.2, so you can upgrade your VisualSVN Server instance to enable these protocols.
