First and foremost, VisualSVN Server 2.5 is no longer supported
<https://www.visualsvn.com/company/news/visualsvn-server-3.0-2.5-end-of-life>.
Therefore, it is strongly recommended to upgrade this server instance to
the latest version - VisualSVN Server 3.5. Please upgrade VisualSVN Server
and see whether the issue still persists.

It's strongly recommended to read the guide "Upgrading to VisualSVN Server

upgrade. You can download VisualSVN Server 3.5 at the main download page

Should the problem persists, please describe it in detail. What kind of
character is in question? Have you tried renaming it with an up-to-date
Subversion 1.9 client? Try renaming it using TortoiseSVN 1.9, for example.
