Do you use Windows / Active Directory security (i.e. authentication &
authorization based on AD accounts)? Or do you use use dedicated Subversion
security? To learn more about auth and authz options available in VisualSVN
Server, read the article KB39: Understanding VisualSVN Server

If you use Windows (Active Directory) authentication then your users should
be able to reset their AD passwords as they usually do for their accounts:
press Ctrl-Alt-Delete and select Change Password.

If you use Subversion security, users can't change or reset their
passwords. Only VisualSVN Server administrator can set and reset password
for SVN user accounts through VisualSVN Server Manager MMC console.
