What's getting logged to VisualSVN Server event log when you get this
error? Follow these steps to view VisualSVN Server event log:

   1. Start *Event Viewer*.
   2. Navigate to *Applications and Services Logs* | *VisualSVN **Server*.

Anyway, I guess that the port the VisualSVN Server is configured to use was
taken by another application. Please, double-check the the interface and
port configured for use in VisualSVN Server (for HTTP(S)) is not in use by
another process such as e.g. IIS.
