It is *strongly recommended* to upgrade your server instance to the latest version, VisualSVN Server 3.8.2 <https://www.visualsvn.com/server/download/>. However, you cannot retrieve the history of changes of access rules. It's not supported in VisualSVN Server. Does it work for you?
