CI: add meson linux job
This job is allowed to fail for now, so that MR authors are not
required to adapt their work to meson necessarily but still see if
it breaks.

doc: add initial meson buildsystem documentation
This is probably still lacking a lot of important topics, however
it covers the basic common cases.
