The standard behaviour of VM (actually mail-mode in a reply buffer) is to just insert a newline. You are probably adding some add-on which is rebinding the ENTER key. Please do C-h k ENTER to see what it is being bound to. The behaviour you seem to want sounds like the `open-line' option of the vm-rfaddons library. If so, please check to see if you have enabled this option. I don't know what used to work in 8.0.x series because I never used it myself. I can only go by the documented behaviour.
