Thanks you for your quick replies. I now realize that the behavior in the bug description happens only when replying to HTML mail, replying to normal mail works as it should. Inside the quoted text of the original HTML mail, ENTER is bound to RET (translated from <return>) runs the command w3m-safe-view-this-url, which is an interactive compiled Lisp function in `w3m.el'.
