Relevant config information is still below...

You don't have a configuration statement for CTCA2B in your MPROUTE CONFIG file (ditto for CTCB2A on the other system)

This causes MPROUTE to take all kinds of nasty defaults and add the following route to your table:

> 153.91.0.0      <direct>        U    576   <none>                      CTCA2B

Since you don't have a more specific route to 153.91.3.31 in your table, this is the one it picks...then it gets to the other side, runs in to the same problem and gets bounced back.

If the CTC devices aren't participating in OSPF, you need to have an INTERFACE statment for them in your MPROUTE CONFIG files.
